If you get a “Navigation to the webpage was canceled” message when you open the CHM file, you will need to unblock it:
Right-click on the CHM file in windows explorer and select the "Properties" menu item.
Click the "Unblock" button near the bottom of the properties page.
Click on the "OK" button.
Re-open the CHM file.
